South Soudan
ECTNElectronic Cargo Tracking Note
The Republic of Sudan is a landlocked country in East Central Africa. It is bordered by 6 countries: to the East by ETHIOPIA, to the North by SUDAN, to the West by CENTRAL AFRICAN REPUBLIC, to the South-West by the DEMOCRATIC REPUBLIC OF CONGO, to the South by UGANDA and to the South-East by KENYA.
On April 1, 2019, The South Sudanese Custom Authority made it an obligation to obtain an Electronic Cargo Tracking Note (ECTN) for all sea cargo destined for South Sudan and all exports from that country.
Trans-shipments for Mombassa (Kenya), Cape Town (South Africa), Port Sudan (Sudan), Massawa (Eritrea), Dar Es Salaam (Tanzania), Djibouti (Eritrea)
Some shipping lines may not load cargo without the ECTN number. Cargo arriving without a Cargo Tracking Note may be subject of fines and delays.

Additional information
- The ECTN must be obtained at the loading port and the ECTN number must be on each supporting bill of lading and the shipping line’s manifest.
- Once the draft ECTN document is approved, we can submit the ECTN document for pre-validation to get the ECTN number. This number can be transmitted to the shipping line in order to obtain the required BL number.
- A pre-validated ECTN document should be completed and validated within 5 working days. If not, the ECTN will be cancelled. All costs involved will be for the applicant’s account.
- COMPLIANCE WITH THE DEADLINES FOR FINAL APPROVAL OF THE BESC/ECTN/SPN - For any pre-validated ECTN and the transferred number – final validation must take place within 5 working days of the pre-validation date. Otherwise, the BESC will be cancelled on the platform and any fees collected will not be refundable. Please ensure you have all the required documents before starting the BESC/ECTN/SPN procedure.
- ADDITIONAL CHARGES FOLLOWING PRE-VALIDATION: Any request for corrections following the pre-validation of a BESC/ECTN/SPN will incur additional charges for the following changes: loading port, downloads or amendments to the commercial invoice and/or export customs document, changes to values or Incoterms, and changes to or additions of HS codes.
