Dakar, April 23, 2024
NOTICE TO USERS
It is brought to the attention of users that imports of goods into Senegal remain subject to the procedure of the Dematerialized Pre-Import Declaration (DPI), which is established based on the invoice (pro-forma or commercial) or the purchase order.
Thus, as part of the Destination Inspection (IAD), the processing of the DPI is entrusted to the Directorate of Intelligence, Risk Analysis, and Value (DRAV) through the GAINDE system, after the request is made via the electronic ORBUS system of the GAINDE 2000 GIE.
Additionally, the production of the Pre-Import Declaration (DPI) is now mandatory for any import of goods with a FOB value greater than or equal to 500,000 CFA francs, or any corresponding equivalent, regardless of the FOB nature, starting May 1, 2024.
As a result, operations related to cases specified by customs regulations concerning the importation of goods into Senegal must be subject to the opening of a file with the GAINDE GIE.
However, the following are excluded from this procedure:
- Personal items and belongings
- Diplomatic privileges
- Operations of a social nature (donations and assistance to the State or the Red Cross, etc.)
- Used vehicles
Failure to comply with the obligation to submit the DPI will result in penalties according to the provisions of the Customs Code.
