International Cargo Tracking Note
The Federal Republic of Nigeria is a west African country. It is bordered to the West by the BENIN to the South-East by CAMEROON, to the North by NIGER and to the East-North-East by CHAD.
Given the official decree by the Nigeria National Shippers Council (NSC), April 2019, all seaport entrances in Nigeria must apply for the International Cargo Tracking Note (I-CTN) certificate.
The I-CTN, also known as Advance Cargo Declaration System (ACD), was approved by the Federal Government with the aim to monitor and verify cargo entering Nigeria.

Documents and Informations required
- Bill of Lading (Final B/L for validation)
- Commercial invoice : currency must be mentioned in $ or €.
- Freight invoice in the same currency (not needed in case the freight charges are mentioned on the commercial invoice)
- Export Customs Declaration (Optional)
- Country of Origin of the goods
Additional information
- For validation of the Niger I-CTN document we need the final Bill of Lading
- A pre-validated I-CTN document should be completed and validated within 5 working days. If not, the Nigerian’s ICTN will be cancelled. All costs involved will be for the applicant’s account
Procedure
- Submit the required documents by email or online.
- You will be sent a draft and an invoice, typically within the same day.
- Once your payment has been received and you approve the draft, a validation will be sent
Timeline
- The I-CTN must be validated before the vessel arrives at destination.
- The process can typically be completed within 24/48H after receipt of payment.
Penalties
- Failing to present valid I-CTN document at request will lead to severe consequences and a hefty fine.
- Shipment arriving without I-CTN or containing false information results in a fine of an amount that is twice of the cost of the I-CTN, plus the regulation charge determined by Nigerian National Port officials.
