YEMEN is a Middle Eastern country located at the south-western tip of the Arabian Peninsula. It has a land border with Saudi Arabia to the north and with Oman to the north-east, and a sea border with Djibouti and Eritrea to the west and Somalia to the south.

According to law, as of January 1st, 2025 all shipments that will be unloaded in Yemen must have a ACD certificate.

For shipping goods to Yemen, the Advance Cargo Declaration (ACD) must be obtained before the cargo arrives at the port of discharge.

Bill of lading (the final BL with the ACD number)

Additional information

It is mandatory to include the ACD number on the Bill of Lading (BL). Failure to comply with this requirement may result in penalties
The ECTN number can be transmitted to the shipping line in order to obtain the required B/L number.

Procedure

Submit the required documents by email or online.
You will be sent a draft and an invoice, typically within the same day.
Once your payment has been received and you have approved the draft, a validated certificate will be sent.

Timeline

- The ACD should be secured at least five days before the vessel’s departure to Yemen.
- This timeframe allows for processing and any necessary corrections, ensuring compliance with Yemen’s cargo declaration requirements and avoiding complications during customs clearance.
- The all process can typically be done within 48 hours after receipt of payment.

Penalties

Shipment arriving without ACD or false information in the ACD results in a fine.
Without an ACD Certificate, customs clearance may take longer, require more inspections, prevent the goods from being discharged, or even result in possible legal ramifications at the destination port
